Apr\u00e8s la mise sur le march\u00e9, les activit\u00e9s de conception jouent \u00e0 nouveau un r\u00f4le en cas de modifications, de remise \u00e0 neuf ou de r\u00e9parations majeures. Les activit\u00e9s de conception dans l&rsquo;industrie a\u00e9rospatiale sont particuli\u00e8res, car elles sont soumises \u00e0 un contr\u00f4le et \u00e0 une surveillance exceptionnels de la part de la l\u00e9gislation et des autorit\u00e9s a\u00e9ronautiques. Au sens de l\u2019AESA, les organismes de conception d\u00e9signent ainsi toutes les entreprises qui d\u00e9veloppent des produits, des pi\u00e8ces et des \u00e9quipements a\u00e9ronautiques, ou qui d\u00e9finissent des modifications ou des proc\u00e9dures de r\u00e9paration pour ceux-ci. Pour exercer ces activit\u00e9s, les organismes doivent avoir d\u00e9montr\u00e9 leurs qualifications aupr\u00e8s de l\u2019autorit\u00e9 a\u00e9ronautique comp\u00e9tente. Les exigences applicables aux organismes de conception sont d\u00e9finies dans la r\u00e8gle de mise en \u0153uvre relative \u00e0 la navigabilit\u00e9 initiale de l&rsquo;AESA, partie 21, sous-partie J (partie 21J en abr\u00e9g\u00e9). Des notes de mise en \u0153uvre suppl\u00e9mentaires sont fournies par les AMC et les documents d&rsquo;orientation (GM) correspondants. L&rsquo;agr\u00e9ment d&rsquo;un organisme conform\u00e9ment \u00e0 la partie 21J de l&rsquo;AESA repose sur le respect des exigences d&rsquo;agr\u00e9ment sp\u00e9cifi\u00e9es au paragraphe 21A.245 : <\/p>\n<ul>\n<li>L&rsquo;organisme doit mettre en place et maintenir un syst\u00e8me qualit\u00e9 en g\u00e9n\u00e9ral, et un syst\u00e8me d&rsquo;assurance de la conception en particulier, afin d&rsquo;assurer le contr\u00f4le et le suivi de toutes les activit\u00e9s de conception.<\/li>\n<li>L&rsquo;entreprise doit disposer d&rsquo;un personnel suffisant, tant en nombre qu&rsquo;en termes de qualifications, pour mener \u00e0 bien les activit\u00e9s de conception pr\u00e9vues.<\/li>\n<li>Les locaux et les \u00e9quipements de l&rsquo;entreprise doivent permettre aux employ\u00e9s d&rsquo;accomplir leur travail. Outre les bureaux d&rsquo;\u00e9tudes, l&rsquo;acc\u00e8s \u00e0 des laboratoires d&rsquo;essai et \u00e0 des installations de prototypage permettant de d\u00e9montrer la conformit\u00e9 doit \u00eatre garanti. Ces audits sont renouvel\u00e9s \u00e0 intervalles r\u00e9guliers afin de s&rsquo;assurer que l&rsquo;organisme continue de satisfaire aux exigences d&rsquo;agr\u00e9ment au fil du temps. Lors de ces audits de surveillance, le respect de la l\u00e9gislation a\u00e9ronautique est v\u00e9rifi\u00e9 de mani\u00e8re al\u00e9atoire. Tant avant l\u2019agr\u00e9ment initial que pendant l\u2019exploitation, le risque r\u00e9side g\u00e9n\u00e9ralement moins dans le non-respect total des exigences d\u2019agr\u00e9ment individuelles que dans leur respect partiel. Sur cette base, les activit\u00e9s pr\u00e9vues doivent \u00eatre class\u00e9es en fonction de leur port\u00e9e et de leur complexit\u00e9. On distingue les cat\u00e9gories de conception \u00ab mineure \u00bb et \u00ab majeure \u00bb. Une fois cette classification des activit\u00e9s de conception \u00e9tablie, le programme de certification (PC) est d\u00e9fini. Le PC constitue la base du processus de certification de type.
